American scientist who served as the Secretary of Defense under President Jimmy Carter from 1977 to 1981. He notably laid the groundwork for the Camp David accords and advocated a more lax position on the Soviet Union.

He received a PhD in physics from Columbia University before becoming a research scientist at the Radiation Laboratory at the University of California, Berkeley.

He served in the Lyndon Johnson administration as Director of Defense Research and Engineering and Secretary of the Air Force.

He had two children with his wife Colene Dunning McDowell, who he married in 1953.
