Spanish diplomat and politician who served as minister of the state during the reign of Alfonso XIII. He was a specialist of Mediterranean international affairs in the  Royal Academy of Jurisprudence and Legislation.

He attended the Royal College of Spain in Bologna Italy.

He wrote a book called “Spain and Morocco. Memories of the Past. Successes of the Present. Vision of the Future.”

He was born into a family of massive influence in Spanish political history, with family members in the council of ministers.

He would have known and met the prominent Pablo Iglesias Posse.
